On August 7th 2022 at approximately 10:45 PM, Deputy Tyler Crane conducted a traffic stop on a vehicle at the 21-mile marker of Interstate 69. The operator of the vehicle was identified as Penny Todd, 50 of Mayfield. Todd was found to be operating the vehicle on a suspended driver’s license as a result of a previous DUI conviction.
During the investigation, Deputy Crane searched a purse belonging to Todd which resulted in the discovery of Methamphetamine. Penny Todd was placed under arrest for Possession of a Controlled Substance 1st Degree and Driving on a DUI Suspended Operator’s License.
Todd was transported to the Graves County Restricted Custody center.

-Possession of a Controlled Substance 1st Degree, 1st Offense (Methamphetamine)
-Drug Paraphernalia Buy/Possess
Deputy Crane was assisted by Deputy Chandler Sirls of the Graves County Sheriff’s office, and Trooper Garret Clark of the Kentucky State Police.

Re: Arrest After Brief Pursuit
On August 8th, 2022, at approximately 12:55 AM, Deputy Tyler Crane observed the operator of a vehicle committing a traffic violation on the north side of Mayfield. Deputy Crane activated his emergency equipment in an attempt to conduct a traffic stop, but the operator of the vehicle refused to stop and began fleeing. Deputy Chandler Sirls and KSP Trooper Garret Clark joined the pursuit and a short time later the driver pulled the vehicle over on Jimtown Road, just off of KY 121 North.
During the investigation following the pursuit, the operator was identified as Andrew Kiprop, 34 of Mayfield. Kiprop was found to be manifestly under the influence of an alcoholic beverage. A search of the vehicle resulted in the discovery of a quantity of marijuana and drug paraphernalia.
Kiprop was transported to the Graves County Restricted Custody center.

-Fleeing or Evading Police 2nd Degree in a Motor Vehicle
-Possession of Marijuana
-Drug Paraphernalia Buy/Possess
-Speeding 26mph or Greater Over the Limit
-Communication Device Violation 1st Offense as well as other traffic violations.
