Kentucky State Police Use Dispatch Text Messaging Feature to Intercept Domestic Abuse

MAYFIELD, Ky. (March 13, 2025) – Kentucky State Police (KSP) Post 1 telecommunicators utilized the text messaging feature of a computer aided dispatch (CAD) system to help law enforcement intercept a domestic abuse occuring in a moving vehicle.

On Friday, March 7, at 7:08am CT, KSP Post 1 received multiple 911 calls from the same number; however, telecommunicators were unable to hear anyone on the other line. Telecommunicators initiated a text message conversation through a feature in the “10-8 Systems” CAD to establish contact with the caller. Through the text message conversation, telecommunicators were able to determine that the female caller had been physically assautled and was in a vehicle with the person who had assulted her. The caller also indicated that the microphone on her cell phone did not work and she was not able to talk as the person who assaulted her did not know she had called 911.  Telecommunicators also learned that the caller was pregnant and the male who was driving made statements that he intended to wreck, causing harm to the female and unborn child.

Telecommunicators continued to text the caller, obtaining a vehicle description and attempting to determine their location.  The female caller indicated that during the assault the male broke her glasses and she could not see to provide a location. Telecommunicators then utilized Rapid SOS and Rapid Deploy, two state-of-the-art pieces of technology that use real time mapping and can also transmit health information and emergency contact information from your phone to the 911 operator. Through these systems, telecommunicators were able to pinpoint their location and see live data as they moved.

Telecommunicators relayed information to KSP troopers and law enforcement officers with Fulton County Sheriff’s Department who were able to locate and stop the vehicle on I-69 approximately two miles before the Tennessee state line. Joshua Keeling, 25 years old of Fulton, KY, was subsequently arrested and charged with Assault, 4th Degree (Domestic Violence). The investigation remains ongoing by Trooper Fox.

The KSP Post 1 radio room was staffed by four telecommunicators on the morning of March 7. Telecommunicators Kim Newsome, Alaina Ramage, Alisha Cooper, and Chad Spain worked as a team to make the positive outcome of this incident possible. This incident highlights the importance of our incredible telecommunicators and the systems they utilize. Post 1 Public Safety Telecommunication Manager Gary Fraser remarked that, “The quick actions of Telecommunicators Newsome, Ramage, Cooper, and Spain, and the technology of 10-8 Systems, Rapid SOS and Rapid Deploy saved a life this past Friday.”
