Carroll appointed to CSG South’s Energy and Environment Committee

Reappointed to CSG South’s Human Services and Public Safety Committee

FRANKFORT, KY (Jan. 31, 2025)—Sen. Danny Carroll, R-Benton, has been appointed by Senate President Robert Stivers, R-Manchester, to serve on two key committees of The Council of State Governments Southern Office (CSG South): the Energy and Environment Committee (new appointment) and the Human Services and Public Safety Committee (reappointment).

As a dual committee appointee, Carroll will collaborate with policymakers across the 15-member southern states to address critical issues related to energy infrastructure, environmental policies, public safety, and human services. His appointments offer him access to research, legislative briefings, and expert resources provided by CSG South, with support from committee chairs Sen. Bob Hensgens of Louisiana (Energy and Environment) and Rep. Mandi Ballinger of Georgia (Human Services and Public Safety).

“It is an honor to be appointed and reappointed to these committees, where I can contribute to shaping policies that impact both our energy sector and our most vulnerable citizens,” said Carroll. “Balancing responsible environmental stewardship with a reliable energy grid, lower consumer costs, and economic growth is critical to our state’s future, just as ensuring the safety and well-being of our communities remains a top priority. I look forward to working with my colleagues to find effective solutions in these vital policy areas that will help Kentucky and the entire region.”

Carroll’s background uniquely positions him to contribute to both committees.

Carroll’s leadership in advancing nuclear energy development in Kentucky made him a natural addition to the Energy and Environment Committee. As chair of the Senate Families and Children Committee, he has advocated for child welfare policies and programs to support Kentucky families, including championing child care support initiatives. His 24-year career in law enforcement, culminating as assistant police chief in Paducah, provides him with firsthand expertise on public safety challenges.

Founded in 1947, CSG South is the largest of four regional offices under the Council of State Governments. It fosters intergovernmental cooperation among southern states, including Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, Missouri, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, Virginia, and West Virginia. The organization’s annual Southern Legislative Conference (SLC) is a premier regional event where policymakers exchange ideas, discuss legislative initiatives, and explore emerging government solutions.

As a member of both committees, Carroll’s responsibilities include

  • representing Kentucky and engaging with fellow legislators to advance regional energy, environmental, public safety, and human services policies,
  • Participating in committee sessions and business meetings at the Southern Legislative Conference,
  • Contributing to legislative roundtables and policy discussions,
  • Voting on key policy positions and committee leadership roles, and
  • Engaging in CSG South’s legislative briefings, webinars, and leadership development programs.

Carroll will serve a two-year term ending Dec. 31, 2026.

The 2025 Southern Legislative Conference will be in Birmingham, Alabama, on July 19-23. It will provide a platform for policymakers to engage in policy discussions, embrace America’s laboratories for democracy model, and explore innovative solutions for the southern region.
